Cross-border crime is a grim reality and police must cooperate across borders to tackle it. But, at Fair Trials International, we believe that no one should be above the law: not the international criminal, not the international crime-fighter.
Interpol is the second largest international organisation, after the United Nations, with 190 member countries and an annual budget of more than 50 million euro. It issues thousands of “red notices” each year, each carrying with it the potential to deprive people of their liberty and reputation. In 2010, over 6,000 of these global “wanted” posters were disseminated.
Membership is open to any government (democracy and dictator alike) and Interpol is open to abuse by oppressive states to pursue their political opponents. Refugees that have escaped persecution at home are being threatened across the globe by their persecutors through the auspices of Interpol.
Despite this enormous impact, Interpol is operating above the law, falling through the cracks in between domestic and international regulation. Inaccurate red notices cannot be challenged in court and Interpol cannot be held accountable for decisions that violate basic rights or break its own rules.
Fair Trials International wants Interpol to be made accountable. We are calling for effective mechanisms to prevent Interpol’s abuse by state persecutors and to allow people to challenge the red notices against them with transparency and due process.
